Before you start digging, it's important to know that some backyard renovations in British Columbia may require environmental permitting or review by a Qualified Environmental Professional (QEP), even for single-family homes.

What Is a QEP and Why Would I Need One?
A Qualified Environmental Professional (QEP) is a certified specialist who assesses potential environmental impacts on your property, especially when working near:
Streams, ditches, or wetlands
Environmentally Sensitive Areas (ESAs)
Forested or sloped lots
Known wildlife habitat or tree protection zones
Many municipalities and provincial regulations require a QEP report before issuing building permits in these areas.
Backyard Renovations That Might Trigger Permitting or QEP Review
1. Laneway Homes / Carriage Houses
Often located in back corners of lots, which may be close to ditches, culverts, or tree stands
May fall within Riparian Areas Protection Regulation (RAPR) zones
Require a riparian setback assessment or development permit in some areas
2. Pools, Hot Tubs, or Patios
Excavation or fill near watercourses or slopes can trigger ESC requirements
Water features may impact runoff or protected zones
May require an ESC plan or habitat screening
3. Detached Garages or Garden Studios
Often fall within tree protection bylaws or Environmental Development Permit Areas (DPAs)
In some areas, require QEP reports or tree surveys before clearing or grading
4. Fences, Retaining Walls, or Decks Near Slopes or Streams
Could alter slope stability or riparian vegetation
May require a QEP assessment and setback compliance check
Retaining walls often need erosion and sediment control plans
5. Vegetation Removal or Site Clearing
Tree removal may be regulated under local tree bylaws
Bird nesting season (March–August) is protected under the Migratory Birds Convention Act
Wildlife or amphibian habitat could be present even in suburban lots
