A Guide for Developers and Contractors in BC

If you’re breaking ground in British Columbia, there’s one thing you can’t afford to overlook: Erosion and Sediment Control (ESC).

Whether you're working on a residential subdivision, municipal road, or utility corridor, uncontrolled erosion can damage ecosystems, violate environmental laws, and shut your project down.

At ENKON Environmental Ltd., we help clients stay compliant with local bylaws and provincial regulations by designing, inspecting, and implementing effective ESC plans. This blog post explains why ESC matters, and how we can help you get it right the first time.

What Is Erosion and Sediment Control (ESC)?

ESC refers to the tools, techniques, and practices used to prevent soil erosion and control sediment runoff from construction sites. It’s especially important in BC, where heavy rainfall, steep slopes, and nearby waterbodies make many sites vulnerable.

Effective ESC protects:

  • Streams and wetlands from sediment pollution

  • Stormwater infrastructure from clogging

  • Downstream fish habitat

  • Developers from fines and work stoppages

Hay mulch, secured tarps, and silt fencing are all common ESC measures used on construction sites in BC to help prevent sediment runoff and protect nearby watercourses.

When Is an ESC Plan Required?

Most municipalities in BC, including Surrey, Vancouver, Burnaby, and Coquitlam, require an approved ESC Plan before issuing a building or development permit.

An ESC Plan is typically needed if you are:

  • Excavating, grading, or clearing land

  • Building near a stream, ditch, or wetland

  • Developing land over a certain size threshold (e.g., >1000 m²)

  • Working on steep terrain or unstable soils

Key Elements of a Good ESC Plan

A well-designed ESC Plan includes:

  • Site layout drawings showing slopes, drainage patterns, and waterbodies

  • Erosion control measures (e.g., hydroseeding, geotextiles, mulching)

  • Sediment control measures (e.g., silt fences, sediment ponds, inlet protection)

  • Inspection schedules and maintenance plans

  • Emergency response procedures for rain events

At ENKON, our ESC Plans are prepared by experienced environmental professionals familiar with both engineering design and on-the-ground construction realities.

What Happens If You Don’t Have Proper ESC?

Without adequate ESC, your site may cause:

  • Sediment plumes in nearby creeks and drainage ditches

  • Blocked storm drains leading to localized flooding

  • Erosion gullies that damage infrastructure

  • Stop-work orders, fines, or legal action

ESC violations are taken seriously, especially when they threaten fish habitat protected under the Fisheries Act or RAPR (Riparian Areas Protection Regulation).
